Elaine Arantes
Elaine Arantes (Female, MSc,Dr. PhD), Postdoctoral fellowship at the Transport Research Center (NIT), Department of Aerospace Sciences (DAS), Faculty of Engineering, Universidade da Beira Interior (UBI), Covilhã, Portugal. Research object: Airport management model of the best airports in the world. Ph.D. degree in Administration from the Pontifícia Universidade Católica do Paraná (PUC/PR), Brazil. Research object: airport concession in Brazil. In 2015, the doctoral internship at the Sol Price School of Public Policy at the University of Southern California (USC) in Los Angeles. Master of Business Administration from PUC/ PR. Research object: Investment of the private initiative in social responsibility and its return to the company. Specialist in Administration with an emphasis in Business Planning and Management and Bachelor of Business Administration from FAE Business School, in Curitiba, Paraná. In 2002, she was a finalist for the Ethos Value Award for Social Responsibility. She lived in France, in Paris for four years, where she studied for the Diplôme d’Études Universitaires Générales (DEUG) of Lettres Modernes, at the University Paris IV – Sorbonne. Professional experience of 30 years in the private sector. She was Corporate Coordinator of Social Responsibility at the Empresa Brasileira de Compressores (Embraco/Whirpool) in Joinville, Santa Catarina, Brazil with operations in Brazil, China, Slovakia, in Italy different types of house cleaning services and the United States. She coordinated the Center for Sustainable Development of the Instituto Superior de Administração e Economia of the Fundação Getulio Vargas (ISAE/FGV) in Curitiba. Its main purpose was to promote integration among the educational institution, private initiative, and public management. She worked at O Boticário (São José dos Pinhais, Paraná) for seven years where she coordinated sponsorship, social, cultural and sports projects. During four years she worked in the foreign trade area at Herbarium Laboratório Botânico (Colombo, Paraná) and at the auto parts segment, in São Paulo. She is the author of seven books in the area of business. In 2004, she started working as a professor in both person and on-line learning at institutions such as ISAE/FGV, EADCON and Grupo Uninter. Since 2010, she is a professor with exclusive dedication in both person and on-line learning of the Instituto Federal do Paraná (IFPR). Currently she is a professor at Colombo Campus. She is part of the team of IFPR who, starting in 2019, will offer in network the Professional Master’s program in Management (ProfADM).

THE INTERFERENCE OF THE MODELING OF THE BRAZILIAN AIRPORT CONCESSION PROCESS ON THE SCOPE OF THE OBJECTIVES ESTABLISHED IN THE CONCESSION CONTRACTS SIGNED IN THE SECTOR OF 2011 TO 2015 IN BRAZIL
Description: In the period from 2011 to 2015, the Union represented by the National Civil Aviation Agency (ANAC) signed airport concession contracts with the private sector. The macro objectives of these contracts are the expansion, maintenance and operation of Guarulhos, Viracopos, Galeão, Brasilia and Confins airports. A concessionaire formed by a group of Brazilian and foreign companies assumed the management of these airports with a 51% interest in this company. Within the process modeling, INFRAERO, a Brazilian public company, is the partner of the concessionaire, with 49% of the share control. The research studies how this model of private public relations influences the reach of the objectives proposed in the airport concession contract, in Brazil. Theories of transaction costs (Williamson, 1985) and informational asymmetry (ACKERLOF, 1970) are considered. The theory of agency (Coase, 1960) and the theory of incomplete contracts (Hart and Moore, 1985) are the background for theoretical discussions. The research categories are the regulation and the concession agreement. SURVEY OF THE SOCIO-ECONOMIC AND CULTURAL PROFILE OF THE STUDENTS OF THE PROFESSIONAL COURSES AT TECHNICAL AND HIGHER LEVEL IN THE DISTANCE MODE OF IFPR
Description: The project, registered in the COPE under number 23411.004223 / 2016-85, aims to provide support for IFPR to improve its model of courses offered for the training of its students as well as to expand the portfolio of areas covered by these courses. The project will be developed from primary data collected through questionnaires applied and interviews with students and other professionals involved, as well as visits to cities where distance learning courses have already been offered. Secondary data will be obtained from the organizations (City Hall and class organs, for example) from the regions where the IFPR has already offered distance learning courses. From this data, the psychographic profile of the student will be built allowing the professionals working in Distance Learning of the IFPR to reflect on the model adopted in the courses, including: topics covered, material offered, proposed interactions and evaluation ..

EXTENSIONIST ACTIONS AT THE E-TEC POLICIES OF THE TECHNICAL COURSE IN PUBLIC SERVICES: VALUATION OF DIVERSITY AND EDUCATION FOR THE ENVIRONMENT
Description: The project registered in COPE under number PROCESS 23411001279 / 2013-35 was carried out in the Technical Course in Public Services, distance modality involving 1662 students in 108 poles of face-to-face support in 7 Brazilian states. The objective was to promote knowledge on cross – cutting themes such as Afrodescendant culture and indigenous culture, as well as environmental education and accessibility. From the knowledge on these topics, the students chose one or more themes and promoted seminars at their poles inviting the community to discuss and reflect on the topic addressed. In the end, each pole presented proposals for municipal public management in order to multiply this action by reinforcing knowledge and reflection ..

Coordenou o Núcleo de Desenvolvimento Sustentável do Instituto Superior de Administração e Economia da Fundação Getulio Vargas (ISAE/FGV) em Curitiba, promovendo a integração entre a instituição de ensino, a iniciativa privada e a gestão pública. Coordenou patrocínios, projetos sociais, culturais e esportivos e realizou eventos para lançamento de produtos no Boticário em São José dos Pinhais/Paraná onde trabalhou por 7 anos. Durante 4 anos trabalhou na área de Comércio Exterior no Herbarium Laboratório Botânico, em Colombo, no Paraná e no segmento de autopeças, em São Paulo. É autora de 7 livros na área de Administração. Leciona desde 2004 nas modalidades presencial e a distância em instituições como ISAE/FGV, EADCON e Grupo Uninter. Desde 2010, é docente efetiva com dedicação exclusiva no IFPR. Atualmente é docente lotada no Campus Colombo. Integra a equipe de professores do IFPR que, a partir de 2019, ofertará o programa de Mestrado Profissional em Administração (ProfADM).
